The Township is accepting proposal for professional engineering services for the Elmvale Wastewater Treatment Plant (WWTP) Upgrades Project (Project).

The goal of this Project is to implement upgrades at the WWTP that will address the plant’s operational and maintenance constraints, including those identified in the Township’s 2022 Water and Wastewater System Capital Plan. The upgrades will ensure that the plant can efficiently achieve its rated capacity. 

The Project will upgrade and enhance the following existing WWTP systems with new high-quality installations that will provide sustainable service. 

  • Post-secondary treatment’s four (4) sand filter modules
  • Disinfection system’s Ultraviolet (UV) disinfection unit
  • Preliminary treatment screen
  • A new Supervisory Control and Data Acquisition (SCADA) and Programmable Logic Controllers (PLCs)
  • Motor Control Centres (MCCs)
  • Sludge transfer pump

The scope of work provided herein is intended to serve as the framework upon which Proponents will develop proposals to provide professional engineering services for this Project. The required engineering services (base scope) include:

  • Project management
  • Assessment
  • Preliminary design
  • Detailed design
  • Tender period assistance
  • Contract administration, site inspection and warranty period servicesThis Request for Proposals (“RFP”) is for professional engineering services for the Elmvale Wastewater Treatment Plant (WWTP) Upgrades Project (Project).

The requirements of the submission are outlined in the RFP, and the requirements and objectives of the project are outlined in the Project Scope and Deliverables.

Bid Document Access:  Bid document preview, bid opportunity, and award notices are available on the site free of charge. Suppliers are not required to register for a bid opportunity prior to previewing unsecured bid documents. Please note, some documents may be secured and you will be required to register for the bid to download and view the documents. To obtain an unsecured version of the bid document and/or to participate in this opportunity, an annual or a per bid fee must be paid (annual fee - $439.90, per bid fee - $132.04).
